In January 2024, Daniel Noboa Azin, president of Ecuador, recognized the existence of an internal armed conflict and decreed a state of exception throughout the national territory, including in the deprivation of liberty centers, to recover territorial control, sovereignty in matters of security and protecting the rights of the population. Due to this, it required the urgent intervention of the Marine Corps, military personnel who are trained to execute strategic operations for the control of arms, ammunition and explosives (CAMEX), in adherence and unrestricted respect for the supreme norm of the State, the Human Rights and International Humanitarian Law. Simple Random Sampling and the methodology in three phases: instrument evaluation, descriptive analysis and correlation test is used in this article. The study has been carried out using qualitative and quantitative methods. In Guayaquil, a random sample of 384 people from a total population of 2,746,403 inhabitants was surveyed. The results show strong support for military intervention and the effectiveness of CAMEX operations, as a strategy to mitigate violence and crime. The need to improve the supervision of detention centers, the increase of resources to enhance the equipment of military personnel and training programs, as well as international cooperation and intersectoral coordination to have support in the fight against terrorism is emphasized. and security crises, respecting the powers of each function of the State and not interfering with national sovereignty.
