Every society requires social security to guarantee a decent life for each worker, and one of its components is old age protection through the retirement system, but experience has shown that pensions are insufficient to solve the survival problems of retirees. In Bolivia, the Integral Pension System (SIP) is in force, which establishes, in addition to an Individual Capitalization Fund, a Solidarity Fund to increase low pensions. When the yields of the Funds were reduced and the beneficiaries of the Solidarity Fund increased, the Government presented Bill 035, which proposes adjustments to the SIP, to raise the limits of the Solidarity Fund and establishes mandatory retirement at 65 years of age, a measure rejected by several sectors. In view of this, this research aims to analyze the definitive retirement at 65 years of age and the factors that condition its rejection. Methodologically, a qualitative approach is adopted with inductive, subjective and analytical methods; being its descriptive level, with non-experimental, documentary and longitudinal design, collecting data from secondary documentary sources. The results show that the factors of rejection of the Project are legal, since it is unconstitutional because it contravenes several articles of the Political Constitution of the State (CPE) and other norms; economic, because the calculation of pensions considers a life expectancy of 110 years under European criteria, being far from the Bolivian reality which, added to the low profitability levels of the savings funds, derive in low pensions, which make it unfeasible to maintain the quality of life and a dignified old age; social, because the measure is discriminatory since it does not apply to politicians and elected or appointed authorities. Therefore, it is concluded that there are conditioning factors of the Bolivian reality in terms of pensions that lead to the fact that voluntary retirement does not take place, so that those who have reached retirement age remain active in the labor market, limiting the opportunities for young workers to join the labor system
